Downtown Improvement District Operations Assessment – Resident Roundtable
ADID's clean and safe field operation program has not changed significantly since its inception in 1995 and continually faces growing and changing demands for their resources. There is a particular growing mandate from stakeholders to address the impacts of individuals experiencing unsheltered street homelessness in Downtown, which is particularly acute in 2021. In this context, ADID's leadership is interested in undertaking a comprehensive review of field operations to confirm overarching objectives, revisit performance measures and establish strategies for sustainable operations relative to service quality expectations, stakeholder satisfaction and cost structure. The resulting strategy will inform the ADID Board of Directors and guide the ongoing investment in and deployment of ADID operational programs.
The Atlanta Downtown Improvement District, founded in 1995 by Central Atlanta Progress (CAP), is a public-private partnership and 501(c)3 not-for-profit organization that strives to create a livable environment for Downtown Atlanta. With a board of directors of nine private- and public-sector leaders, ADID is funded through a community improvement district. The District currently contains 220 blocks within an area generally bounded by North Avenue on the north, Memorial Drive on the south, Piedmont Avenue and the Downtown Connector on the east, and the Norfolk-Southern rail line on the west (providing service to the natural boundary of Northside Drive). Since inception, CAP has provided administrative staff support to ADID via a Management Agreement. ADID's annual total budget is $9.0 million with $5.0 million (both approximate) dedicated to field operations including the Ambassador Force, Clean Team, Public Space Maintenance and Woodruff Park.
